More than two years after the World Trade Center fell in terrorist attacks, New York has reduced its official death toll from September 11, 2001, by 40 people.
The change from 2,792 to 2,752 is the result of an ongoing review process -- in particular of those initially reported as missing for whom no human remains have been identified.
The city has reduced the September 11 death toll before, but the figure of 2,792 had held steady for more than a year.
"Some of them are alive," said Ellen Borakove, spokeswoman for the city's medical examiner's office, which has been working with the police department and mayor's office on the tally.
In addition to the removal of 40 names, three names are under investigation, Borakove said.
City officials said some of the 40 names removed are thought to be fraudulent claims.
Pinning down an accurate death toll is a problem, primarily because human remains have been recovered for only half of the people believed to have been killed when the hijacked airliners crashed into the 110-story twin towers and the buildings subsequently collapsed.
Officials have positively identified 1,527 victims.
The medical examiner is seeking to identify 1,225 people thought to be killed through DNA testing of thousands of unidentified remains.

The city medical examiner's office says it has exhausted all efforts to identify the remains of those killed at the World Trade Center, confirming the heartbreaking truth for the many Sept. 11 families who wanted something, anything, to bury.
In the 3 1/2 years since the attack, forensic scientists have identified the remains of nearly 1,600 of the dead. But the families are now being told that the limits of DNA technology have been reached, leaving more than 1,100 of the victims unidentified.
For many of the families, any hope that their loved ones' remains might be found had all but slipped away long ago.

According to the Death Master File -- the official record of 90 million deceased Americans who were issued Social Security cards since 1937 -- there were 6,298 deaths recorded on that awful day in 2001 when terrorists struck the World Trade Center, the Pentagon and a rural area in Pennsylvania.
But since an average of 6,200 Americans die every day, there should have been more than 9,000 deaths recorded for Sept. 11, 2001.
Conspicuous by their absence in the federal file are many prominent victims of the attacks, including New York City Fire Chief Peter Ganci Jr., Fire Department Chaplain Mychal Judge and businessmen Daniel Lewin, founder of Akamai Technologies, and Thomas Burnett Jr. chief operating officer of Thoratec Corp.
"The mystery about 9/11 baffles me," said Beth Givens, executive director of the San Diego-based Privacy Rights Clearinghouse which has received complaints about the accuracy of the death file. "The only things that come to mind are some of the conspiracy theories that we hear out there -- and I don't want to go there."
Conspiracy theorists, indeed, have noticed and are questioning whether the government has told the truth about what happened that day. A video posted on YouTube entitled "Where are the 9/11 Victims?" shows that only 405 people are listed as dying in the state of New York that day.

I did an exhaustive check of the list of victims provided on the CNN website. What I found is that out of 2,970 people listed, only 446 appear in the Social Security death index. Of those only 249 have a confirmed death certificate on file. Of those, not a single one has a valid “last address of record” on file.

The nature of the 9/11 tragedy was largely to blame for this glaring gap in an important federal record.
Normally hospitals and privately owned funeral homes report deaths to the master file but so few bodies were recovered from the debris there was little to report.
Another source of death reports is from family members seeking Social Security survivor benefits but the victims of 9/11 were overwhelmingly young, 70 percent of them under 40 and unlikely to have survivors eligible for the benefits.
And perhaps the main reason that most of the New York 9/11 victims appear to be missing from the official records is government secrecy. The Death Master File was created in 1980 after credit agencies, banks and other business interests filed suit seeking protection from identity theft and fraud. And the government is bent on maintaining that secrecy.
Social Security Administrator Michael Astrue, who has declined requests for interviews about the death file, told Rep. Carolyn Maloney, D-N.Y., many of whose constituents were among the victims, "We cannot legally share all or our death information." And a New York City official told Maloney, "Even though all New York City deaths are reported . . . the deaths are not public information."

Las dos primeras son contradictorias (los directores de funerarias y hospitales están obligados por ley a enviar los certificados de fin, lo consideren necesario o no los familiares) y absurdas: es díficil creer que los familiares no vayan a celebrar un funeral conmemorativo de sus seres queridos trágicamente fallecidos o no piensen en reclamar indemnizaciones por la fin de sus seres queridos (seguros de vida, por ejemplo), y además aún dándose esa circunstancia no es un requisito imprescindible para que en la Seguridad Social conste el fallecimiento.
Basta con la emisión del certificado de fin por la oficina forense aún sin ni siquiera cuerpo presente y, en noviembre de 2002, según CNN, incluso se emitieron certificados de fin por personas cuyos restos no se encontraron ni se identificaron y hasta entonces constaban como "desaparecidas".

So far, 1,430 remains have been positively identified, death certificates have been issued for 1,309 other victims for whom no remains were found and 56 persons are still listed as "missing."
Y respecto a la tercera "explicación", sobran las palabras: convertir la identidad de las víctimas en un "secreto de Estado", cuando sus nombres han sido publicados en todos los grandes medios de comunicación norteamericanos y constan grabados en mármol en el memorial del 11-S en el nuevo WTC es menso.
Así que, de acuerdo con la "versión oficial mediática" de los hechos nos encontramos con
a) Cerca del 50% de las supuestas víctimas del 11-S no han sido identificadas positivamente al no haber sido encontrados sus restos mortales, su fin no ha sido conmemorada por sus familiares y, a pesar de que en 2002 se emitieron certificados de fin sin cuerpo presente su nombre no consta registrado oficialmente en la Seguridad Social como el de una persona fallecida.
b) En el caso de casi el otro 50% los directores de los hospitales y casas funerarias cometieron delito al no enviar sus certificados de fin al registro oficial y, más de una década después, sigue sin subsanarse su falta (ni, al parecer, su comportamiento ha tenido repercusiones legales).
c) Del mínimo porcentaje de nombres que constan (apenas un 10%) faltan datos fundamentales como su certificado de fin o su última dirección mientras vivieron.
Respecto al papel de los medios de comunicación en lo que se conoce como "11-S", sólo se puede establecer un calificativo: FUNDAMENTAL.
