With reference to the threat of a third wave of infection, the government presents a new ordinance with the support of the Pandemic Act. It may be relevant to close parts of Sweden, warns the Minister of Social Affairs Lena Hallengren, if the risk of a third wave is judged to be high.
- I know that we all feel a strong longing for normality. But the situation in Sweden is still serious, the spread of infection in Sweden is high, says Hallengren that the infection curve has stopped falling.
- There is a significant risk of a third wave of infection, she continues. We have no information about the shutdown today, but we are preparing to use that part of the pandemic law as well. At present, we do not make that assessment, but it is clear that we do not intend to wait until it is too late.
The government presents an extended ordinance for closing down more businesses. It concerns municipalities that are given the opportunity to regulate access to certain places: amusement parks, zoos and similar theme parks, as well as museums and art galleries. It also contains proposals for a new system for regulating public gatherings and public events.
An extended ordinance means that a government decision would enable a broader shutdown of Swedish society. This applies to all shopping centers, service facilities, gyms, restaurants, sports facilities and bathing facilities - grocery stores, pharmacies and health centers inside malls are still excluded.
- It is not possible to say exactly what is required for a shutdown, but there must be a significant risk of infection spreading to a third wave and it is an overall assessment that needs to be made, says Lena Hallengren.
Furthermore, the ordinance includes that a fine of SEK 2,000 threatens from the police with the government decision that is proposed to enter into force on 11 March. It would thus be the first way that individuals can be punished for not amowing the rules.
Participant ceilings may also be supplemented with the maximum number per square meter in accordance with regulations from the Swedish Public Health Agency.
Minister of Culture and Sports Amanda Lind explains that the new restrictions are divided into four different categories: indoors, indoors with seating, outdoors as well as exercise races and similar sports competitions. During the consultation period, the Swedish Public Health Agency will specify the numbers for the respective categories.
In summary, it applies to the maximum number that it can be adapted based on both quantity and area as well as whether it is indoors, outdoors and whether you sit or not. One of the news with the regulation is that, for example, flea markets, amusement parks, exercise races and the like are broken from the Public Order Act.
Future possible government decisions to close down various activities must be decided by the Riksdag within a week. The government's proposal is now out for consultation until 26 February.
