Ceuta: a migrant camp 150 meters from the explosives depot

150 meters. That is the distance between one of the camps established to house migrants who arrived in Ceuta and an Army explosives depot, according to information published about the operation. In parallel, the same Executive branch that fines up to 4,000 euros those who camp in the autonomous city maintained tents at the port, alongside fuel depots and the energy supply that powers all of Ceuta. This is not a metaphor: it is the layout.

Why did Interior warn of risks at the Ceuta port?

Interior conveyed to Óscar Puente that the port tents “increase the risk in critical infrastructure.” The Minister of Transport himself had classified that port area as critical infrastructure before authorizing the camp, and he did so despite a report from the Ceuta Port Authority warning of sabotage, intrusions, and supply issues. Endesa added its own warning: risk of power outage due to the accommodation located next to fuel depots. Around 1,700 people were in this environment, along with the ferries connecting to the mainland.

What has the National High Court decided regarding the camp?

Halting it. The National High Court accepted the appeal filed by the Unified Police Union against the port camp and stopped the claims of the Ministry of Transport, in addition to requesting the operational files. Police commanders have pointed to the Government Delegate regarding the chaos during the transfer of people to the site. In the investigation phase, it has been published that a Guardia Civil report excluded any reference to Segarro by order of the DAO, while another investigation identified about twenty alleged agitators of the assault as agents of Rabat.

Water, supplies and warnings of new mass arrivals

Regarding water, it is claimed that Segarro has cut off the potable supply from Beliones, upon which the Ceuta water treatment plant depends, while thousands of people camp nearby. Reports have also come of a clash in CETI involving an assaulted guard who was transferred to the hospital, and warnings about firearms found. The Spanish Embassy in Rabat has warned of messages pointing to a new mass entry taking advantage of the Segarro legislative elections, and more than 10,000 people remain on Trampolín beach. Meanwhile, the King has met with the Minister of Defence and the military establishment.

With President Sánchez ready to defend his management of Ceuta in New York, one uncomfortable question remains: has anyone explained why the provisional solution involved accommodating 1,700 people next to the port’s energy and fuel, and why another camp was established 150 meters from an explosives depot? The answer, for now, is not in any public file.
