No bloqueos, sino RETROCESOS.

DR, this is what Lubbock Tx is doing right now. Other cities in Texas seem to be looking at this.

Not lock downs, but PULL BACKS.

A full lockdown as DR describes is the best way to enforce containment, outside of those defying the mandated stay at home you are in essence forcing R to approach 0 by eliminating contact. Every cluster dies out if the index patient recovers or dies without passing it on. You would need 3-4 weeks of this to ensure that those just becoming contagious infect those in their living situation and those stop being contagious.
Problem is that you won't reach 0 because you can't shut everyone in and it's a huge expenditure in political capital and it has a big impact on the economy.
The problem that DR is rightly pointing out is that in the current situation it's looking like all these minor lockdowns are only delaying the inevitable thereby increasing the long term cost because you are pushing of the harshest measures for cheaper solutions at extra expense of human life.
Europe right now is gambling that they can contain the situation to avoid either a full lockdown or full out panic doing the same at an even greater cost to society.

Absolutely.
Lock-downs do not stop the pandemic, anyone should know this.
But the point of lock-downs is not to stop something that can't be stopped.
Lock-downs are used for 2 main reasons :
1. To slow the spread to acceptable levels, levels that can be managed by the healthcare systems, one one hand, and allow a number of economic activities to resume.
2. To gain precious time in developing treatments and vaccines.
A third reason, that comes from the main two ones, is to drastically reduce the number of deaths.
I have said, on my thread, quite a long time ago, that all western countries are betting on containing the situation, hoping that it won't get that bad.
And I have said that they will lose the bet, the moment they decided to reopen the schools.
From where I am standing, Europe lost the bet already, and the U.S. will also lose it.
We're past the point where localized, half-assed lock-downs, might work.
We're also caught in this political crap, and economic losses, as you point out, that is preventing governments to do what must be done.
They will do it, but at the very last moment.
That moment is mid-November, for Europe.
