Leyendo el statement del Eurogrupo de hoy, parece ser que han llegado a un acuerdo para que Guindos no quede como mentiroso y no se menciona la condicionalidad macro como requisito esencial del rescate, sino únicamente la condicionalidad para el sector financiero:

pero más adelante de una forma más "cordial" se dice que se confía en que España siga con las reformas estructurales relativas a los procedimientos de "déficit excesivo" para corregir los desequilibrios macros identificados, o sea, las "recomendaciones" de la comisión europea que coinciden con lo "recomendado por el FMI" (IVA, vivienda, funcis, etc).The Commission, in liaison with the ECB, EBA and the IMF, will also provide a proposal for the necessary policy conditionality for the financial sector that shall accompany the financial assistance.
