National priority: the measure that splits opinion between discrimination and common sense
The new investiture agreement between PP and Vox in Castilla y León, the third in a row after Extremadura and Aragón, has once again put so-called 'national priority' in access to public services on the table. The proposal, which would give Spaniards preference over immigrants, has been described by El País as 'discrimination, xenophobia and racism'. Yet among voters and economic analysts, opinions are far from unanimous.
What is it and why is it divisive?
The concept of national priority means that, when allocating housing, social benefits or school places, nationals take precedence over foreigners. Its defenders argue it is a sensible measure, similar to those applied in other countries, and that it does not question legal, contributory immigration but rather seeks to ration scarce resources. 'Saying Spaniards first is not racism, it is survival logic', runs the argument from this camp.
The critical view: legal vs. irregular
Critics, on the other hand, see a xenophobic bias and point out that most immigrants in Spain pay social security and contribute. A recurring distinction in the debate is between legal foreigners, who contribute to the economy, and irregular ones, who overload services without contributing. Even those who criticise the alarmist rhetoric accept that irregular immigration must be managed, but warn against generalisations. 'The problem is not the foreigners who work and pay in, but the thousands of irregular migrants who contribute nothing', sums up one of the positions.
The political backdrop
The PP has accepted this clause in three autonomous communities to stay in power, which for some amounts to normalising discourse that would have been unthinkable four years ago. For others, it is simply a response to a social demand. Far from being settled, the debate will probably intensify if the measure spreads to more regions. For now, the Castilla y León deal marks a new milestone in the drift of regional policies.
