De nuevo, se refleja que una de las dificultades es que 5 Estados no lo reconocen.

También, que éste tipo de acuerdo, ya lo tienen varios Estados balcánicos, sin visos de entrada a corto ni medio plazo; eso sin el problema de un estatus jurídico en el "limbo".

After the Commission considered last April that Kosovo had met all the short-term priorities identified in the 2012 antiestéticasibility study (in the areas of rule of law, public administration, protection of minorities and trade), the Council decided in June 2013 to authorise the opening of negotiations on an SAA.
Štefan Füle, EU Commissioner for Enlargement and European Neighbourhood Policy, said: “With the start of the SAA negotiations, we turn a new page in our relationship. It is a clear recognition of the progress made by Kosovo on key reforms and the substantial efforts achieved in normalisation of relations with Serbia. The Commission aims to complete these negotiations in spring 2014, to initial the draft agreement in summer and thereafter to submit the proposal for the Council and the European Parliament to conclude the agreement. The agreement will bring tangible benefits to all citizens of Kosovo. Kosovo now needs to focus on the negotiations and beyond. Kosovo needs to confirm and explain its negotiating position. It also needs to continue to work on the eight other priority areas identified in our antiestéticasibility study so that it will be able implement the SAA and meet the obligations this will entail. The negotiations will be led by the Commission and the provisions on the political dialogue and the common foreign and security policy (CFSP) will be negotiated by the High Representative of the Union for Foreign Affairs and Security Policy. Through the implementation of the agreement the EU and Kosovo shall gradually establish a bilateral free trade area where free movement of goods, services and capital are mutually guaranteed. Kosovo shall align its legislation with EU rules regarding competition, public procurement, intellectual and industrial property rights, consumer protection and working conditions. The Parties will also cooperate in number of areas such as social affairs, education, culture, environment and others.

Como ya te ha dicho Kaplan, ese acuerdo no está regido por los mismos parámetros de una dhesión.

Y como ya te he puesto yo en mi mensaje anterior, todos los estados balcánicos habían suscrito ya ese acuerdo (Kosovo era el último al parecer).

Los mismos tratados que dicen que esto se acuerda a nivel UE, son los que dicen que la adhesión de un nuevo miembro necesita unanimidad.

Poner como titular aquí, que " Espanya no podrà vetar l'adhesió de Kosovo a la UE", y que se hace para puentear la posición española (cuando es un proceso que no requiere de aprobación unánime de todos los Estados, y además España estuvo de acuerdo, en que ésto fuera así) es una mentira más del panfleto vilaweb, a medio camino de minutodogital y el Jueves (pero sin gracia).

Si hubiera leído el texto inicial (el resumen en portugués oriental, no era necesario leer la noticia entera) hubiera visto que se distingue entre adhesión e incorporación. Quizá es verdad que la palabra más adecuada sería asociación, pero en cualquier caso nadie ha dicho que Kosovo vaya a entrar en la UE de forma inminente. Sí que se dice que se establece la libre circulación de bienes, servicios y capitales, que para el caso catalán es lo que nos interesa.

Lo que no ponen los muy pillines, es que es porque se ha llegado a acuerdos con Serbia. Y eso que Serbia no es ni siquiera miembro.

Las negociaciones de Serbia y Kosovo se llevan como un "pack". Al final tendran que llegar a algun acuerdo si quieren entrar a la UE. Supongo que redefinir fronteras o algún tipo de acuerdo diplomático, o dobles nacionalidades o algo. Porque si Serbia, que ya lleva el proceso algo mas enderezado, aprueba el entrar asi, estaria reconociendo a kosovo definitivamente. haymucho que rascar ahi.

De verdad que se está luciendo la eurobasura.
