Ukraine opens the door for female civil servants as pressure to recruit women grows
A decree passed in July 2024 allows female civil servants to leave Ukraine, a group whose mobility had been restricted since early 2023 on the grounds that they were essential to the state. The measure comes amid growing demographic pressure: with an estimated half a million male casualties and a devastated population pyramid, Zelensky's government is trying to avoid mandatory female conscription, but the signs suggest it is only a matter of time.
A privilege for the bureaucratic elite
Ukrainian female civil servants are not the teachers or healthcare workers that the term might suggest. In Ukraine, it refers to an elite administrative corps: some 160,000 workers, compared with 3.5 million public employees in total. This group had been barred from leaving the country because of their role in the state machinery. The new decree opens them an escape window that many interpret as a "shishi pass" for the privileged class, similar to what peine in 2021, when military intelligence tipped off the oligarchs about the imminent invasion.
Meanwhile, more than 8 million women of combat age (18-45) remain in the country. The female unemployment rate hovers around 80%, not for lack of jobs, but because men have died, fled or gone into hiding, and women have taken their places. The government has been trimming exemptions: the disabled, students, fathers of large families... and now young men aged 18 to 22, who briefly were allowed to leave as pressure on the EU, will be trapped again.
Demographic desperation or calculated strategy
The data from the discussion reveal an exhausted country. An estimated half a million men have died in combat, and recruiters are hunting for men "under every stone." The option of drawing on women has been systematically avoided, even though the female population is double the male one of working age. The idea of recruiting immigrants in exchange for residency was discarded because it would scare off the few who do arrive. Now, with the departure of the female civil servants, some see a double-edged move: eliminating the elite that might resist before launching mass female conscription, which could be announced on June 1.
The question left hanging is whether this decree is the beginning of the end of the female "shishi pass" or simply confirmation that Ukraine is fighting an asymmetric war where some die and others flee. The question nobody answers: how many of those civil servants who can now leave are actually still in the country?
