Un grupo de buques de guerra rusos ancló hoy en la rada de Sujumi, capital de Abjasia, para vigilar el embarque de tropas que abandonan la zona del conflicto georgiano-abjaso con destino a Rusia, informó hoy el jefe adjunto del Estado Mayor General de las Fuerzas Armadas de Rusia, Anatoli Nogovitsin.

"Un grupo de buques de la Flota rusa del Mar Negro continúa con la misión de resguardar la seguridad en la parte del mar, próxima al litoral de Abjasia. Hoy, a las 07.00 horas (03.00 GMT) un grupo de buques ancló en la rada de Sujumi para vigilar la operación de embarque de tropa, armamento y material bélico que regresan al territorio ruso", dijo el general en la rueda de prensa, celebrada en RIA Novosti.

Nogovitsin indicó que existen mecanismos de control sobre los suministros de armas a las zonas de conflictos.

"Aún nadie ha diseñado modelos invisibles de armamento", señaló el general, preguntado sobre si pueden los buques de la OTAN, que entraron en aguas del mar Negro, proveer de armas a Georgia.

"Así que vamos a saber a ciencia cierta lo que trajeron los visitantes", concluyó Nogovitsin.

POTI, Georgia — Defying Russia, an American warship bringing humanitarian aid to Georgia was expected to arrive Wednesday in this nervous Black Sea port that's being watched over by Russian soldiers, Georgian officials said.

The move would put U.S. military assets within close range of Russian forces for the first time since the Georgian conflict began, potentially setting up a confrontation with Moscow, the dominant power in the Black Sea.

Officials in Poti, Georgia's main commercial port, were preparing for the arrival of up to two U.S. military ships on Wednesday morning, said Alan Middleton, CEO of the privately run Poti Sea Port. U.S. officials were flying in from the capital, Tbilisi, and arranging for trucks to travel to Poti to receive the humanitarian supplies. Middleton said.

The port is within sight of a Russian military installation that was established last week, manned by an unknown number of soldiers. Just outside Poti, near the road that relief trucks would likely travel to distribute the U.S. supplies, sits a smaller Russian checkpoint where Georgian residents staged a demonstration over the weekend.

Western countries have said that both installations are in violation of a French-brokered cease-fire agreement because they lie several miles outside a "security zone" surrounding the border of the breakaway Georgian province of Abkhazia. Russian officials have defended the checkpoints.

A spokesman for the U.S. Navy's Sixth Fleet in Naples, Italy, Cmdr. Scott Miller, said that the Coast Guard cutter Dallas was en route to Georgia but declined to say where it would anchor, citing security reasons.

The arrival of U.S. vessels was certain to anger Moscow. A senior Russian military official said Tuesday he was "bewildered" by the growing presence of NATO warships in the northeastern Black Sea. Col. Gen. Anatoly Nogovitsyn told a press conference that nine NATO ships were in the region, including a U.S. vessel that arrived late Tuesday night, the Russian Itar-Tass news agency reported.

It wasn't clear how Russia would respond. Russian warships have been spotted off the coast of Georgia and, earlier this week, the RIA Novosti news agency quoted Nogovitsyn as saying that Russian forces in the Black Sea might carry out searches of cargo ships "with the goal of preventing diversions and provocations."

Officials in Poti said that no Georgia-bound ships had reported interference from the Russian vessels.

Coming to Poti would mark a change in American military posture since Sunday, when the U.S.S. McFaul naval destroyer, the first U.S. warship to bring relief goods to Georgia, anchored off the coast of Batumi, a smaller port 50 miles to the south and far from any Russian checkpoints.

At the time, U.S. officials said that the Poti port couldn't receive the McFaul because it had been too badly damaged by Russian airstrikes in the opening days of the conflict. But officials in Poti said that U.S. officials inspected the port on Monday and found the damage to be minimal.

Middleton, the port official, said that a Coast Guard cutter would arrive Wednesday and anchor offshore, likely escorted by the McFaul. The U.S. Navy said that the McFaul left Batumi Tuesday morning and was conducting "routine operations" off the Georgian coast.

The Dallas is carrying 38 tons of relief supplies, including bottled water, baby food, soap, paper towels and baby wipes, the Navy said. Crews in Batumi offloaded 55 tons of relief supplies from the McFaul but U.S. officials it would be several days before the aid was distributed.

Rebecca Gustafson, spokeswoman for the U.S. Agency for International Development's disaster response team in Georgia, said that the delay was due to a "fast-changing situation" and that teams were assessing where humanitarian needs were greatest.

President Bush pledged that Navy forces would deliver aid to ally Georgia. But despite the arrival of two warships in western Georgia — and a third, the U.S.S. Mount Whitney, expected later this month — Gustafson said that humanitarian needs weren't as severe in the west. Of the nearly 130,000 Georgians displaced by the fighting this month, the vast majority are from central Georgia, where the worst clashes occurred.

U.S. military planes have already flown in some $13 million in emergency aid to Tbilisi, the capital, which is closer to the hardest-hit areas. Gustafson said that some of the aid brought in by the McFaul would travel by road to those areas.

"I don't know that the needs (in western Georgia) are as great as the volume of what's coming off that ship," Gustafson said.

TBILISI, GEORGIA (AP) - The United States has canceled plans to try to dock a military ship carrying humanitarian aid in the Georgian port of Poti, where Russian forces are posted on the outskirts, a U.S. Embassy spokesman said Wednesday.

The ship, the Coast Guard cutter Dallas, was to have come to the Black Sea port Wednesday morning. But embassy spokesman Stephen Guice said the vessel instead will dock in Batumi, a port well south of the zone of fighting in this month's war between Russia and Georgia.

Guice said he did not have information on why the plan was changed.

Poti's port reportedly suffered heavy damage from the Russian military. In addition, Russian troops have established checkpoints on the northern approach to the city and a U.S. ship docking there could have been seen as a direct challenge.

Although Western nations have called the Russian military presence in Poti a clear violation of an European Union-brokered cease-fire, a top Russian general countered Tuesday that using warships to deliver aid was "devilish."

"The heightened activity of NATO ships in the Black Sea perplexes us," Col. Gen. Anatoly Nogovitsyn said in Moscow.

Many of the Russian forces that drove deep into Georgia after fighting broke out Aug. 7 in the separatist region of South Ossetia have pulled back, but hundreds at least are estimated to still be manning checkpoints that Russia calls "security zones" inside Georgia proper.

Two of those checkpoints are near the edge of Poti, one of Georgia's most important Black Sea ports. The Russian military is also claiming the right to patrol in the city.

Georgian officials have said much of the port's infrastructure _ radar, Coast Guard ships and other equipment _ was destroyed by the Russians.

In a move that angered Russia, the U.S. sent the missile destroyer USS McFaul to Batumi to deliver 34 tons of humanitarian aid on Sunday.

The McFaul left Batumi on Tuesday but would remain in the Black Sea area, said Commander Scott Miller, a spokesman for the U.S. Navy's 6th Fleet in Naples, Italy.

In Moscow, the deputy head of the Russian military's general staff lashed out at the U.S. naval operation.

"We are worried" about aid the way aid is delivered on warships, Nogovitsyn said. "This is devilish."

"This aid could be bought at any flea market," he added.

While he did not link it with the U.S. ships, Nogovitsyn said a unit of Russian naval ships was off Sukhumi _ the capital of another separatist Georgian region, Abkhazia, on the Black Sea north of Poti. He said the ships were observing the pullout of Russian troops from Georgia.

Nogovitsyn told reporters that 10 ships from NATO nations were currently in the Black Sea and that eight more are to join them soon.

The United States and other Western countries have given substantial military aid to Georgia, angering Russia, which regards Georgia as part of its historical sphere of influence. Russia has also complained bitterly about aspirations by Georgia and Ukraine to join NATO.

La firma por el presidente Medvédev del decreto de reconocimiento de la autoproclamada independencia de Osetia del Sur y de Abjazia supone la confirmación definitiva de que el conflicto habido este mes de agosto ha sido minuciosamente orquestado desde Moscú con el fin de amputar a Georgia estos dos territorios. Se trata de una represalia anunciada a costa de la independencia de Kosovo, proclamada en febrero de este año. Desde entonces, las autoridades rusas han estado intensificando la presión sobre Tbilisi, animando a las milicias osetias a hostigar a las tropas georgianas, incrementando su presencia militar en las dos regiones y concediendo pasaportes rusos por doquier.

El ejército de Georgia durante la agresión contra Osetia del Sur cometió crímenes abominables contra la población, comparables a la barbarie demostrada por las tropas nazis durante la II Guerra mundial, afirmó hoy Alexandr Bastrikin, jefe de investigación de la Fiscalía General de Rusia.

"Lo que nos tocó ver durante las investigaciones en Osetia del Sur sobrepasa los límites del razonamiento humano. Los crímenes que cometieron los soldados georgianos en el territorio suroseta sólo pueden compararse con la barbarie de las tropas nazis durante la II guerra mundial", dijo Bastrikin en una entrevista que publica hoy el diario Rossiiskaya Gazeta.

El funcionario subrayó que los crímenes cometidos por las tropas georgianas tuvieron tal magnitud que la Fiscalía rusa tuvo que aumentar de 150 a 211 el número de investigadores además de 29 procuradores criminalistas para la recopilación de expedientes penales, que en la fase preliminar ya componen más de 100 tomos.

Hasta el momento, la fiscalía ha tomado testimonio de al menos 3.915 personas declaradas víctimas de crímenes cometidos por los militares del ejército de Georgia

La fiscalía cuenta con testimonios masivos de testigos que aseguran que los soldados georgianos arrojaron granadas a los sótanos donde se había refugiado la población de Tsjinvali, la capital suroseta para salvarse de los ataques de la artillería y las bombas, indicó Bastrikin.

Según reportajes de la prensa rusa, los accesos y escaleras de algunos sótanos donde se refugiaron mujeres, ancianos y niños fueron minados por los militares georgianos, y los tanques dispararon cargas directas contra hospitales, escuelas, y viviendas.

"Y no sólo en Tsjinvali, en muchas aldeas fueron destruidas centenares de viviendas, los agresores las borraron de la faz de la tierra para que no quedaran huellas de la presencia de los surosetas en esos territorios", subrayó el investigador.

Al comentar el trabajo de los investigadores rusos, Bastrikin dijo que sus subalternos además de testimonios recopilaron balas y esquirlas extraídas de las víctimas en los hospitales, objetos, documentos en calidad de pruebas fehacientes de cara a procesos judiciales.

"Todas estas pruebas confirma actos de genocidio con respecto a la etnia osetia, mucho de ellos ciudadanos de Rusia", subrayó Bastrikin.

Añadió el hallazgo de 51 cadáveres de soldados georgianos que al ser entregados a la parte georgiana, estuvieron acompañados con certificados forenses en los que se constató que los soldados murieron a consecuencia de heridas de bala o esquirlas y que ninguno de ellos presentó huellas de torturas ni vejaciones.

Bastrikin afirmó que son falsas las informaciones sin comprobar que difunden medios de prensa occidentales sobre supuestos delitos cometidos por las tropas rusas contra las tropas georgianas.

Al respecto, Bastrinski recordó que en cambio hay evidencias de testigos y documentales de televisión en que se muestra a soldados georgianos en las calles disparando contra civiles y rematando a soldados rusos heridos.
