Ubuntu 32 o 64 bit??
Yo uso el de 64bit tuve el mismo problema y lo solucione como dices tu instalando el paquete de Debian:

sudo aptitude purge flashplugin-installer flashplugin-nonfree
Desgargar:
1.-http://ftp.de.debian.org/debian/pool..._2.8_amd64.deb
2.-Doble click
3.-Seguir Instrucciones
Si, el de 64 bits. Pues que raro, es lo que hice y sigue igual, volveré a probar esta noche a ver si funciona.
